PNR 2023 Policy on Participant Registration
1. General. It is the policy of the PNR 2023 Host Committee that all participants in the convention shall be properly registered as either full-time full-fare or daily full fare registrants. Youth registrants always must be accompanied by a parent or legal guardian while participating in convention activities. It is the understanding that participants intend to partake in and enjoy the full range of convention activities. This policy is applicable to PNR 2023 Convention only. Certain deviations from the policy are as follows:
a. Support Volunteers. Any individual who volunteers to provide direct support to the convention but who will not participate in convention activities, need not register for the convention. This is taken to include any volunteers who are on site to support conduct on layout operations in the convention area. Such Volunteers are expected to remain in the areas in which they are volunteering.
b. Layout Owners. Individuals who are participating only through opening their homes/facilities for the purpose of layout tours for attendees, need not register if they do not participate otherwise in the convention.
c. Operations layout owners. Individuals who are participating only through opening their homes/facilities for the purpose of operating sessions for attendees, need not register if they do not participate otherwise in the convention.
d. Clinicians. Individuals who are participating only through presentation of a clinic(s), seminar, or demonstration for attendees, need not register if they do not participate otherwise in the convention.
e. General Membership Meeting. The annual meeting of the membership will be conducted on Friday, May 12, 8 AM at the convention site. Registration is not required for those NMRA members wishing to attend the membership meeting but not otherwise participate in the convention.
2. Identification. Non-registrant volunteers, layout owners, and clinicians who are subject to this policy will be issued Non Registrant identification for use while on site at the convention facilities.
3. Policy Authority. In the event of question or dispute about the intent and execution of this policy, The Host Committee Chair will have final authority.
Policy on use of Private Autos for Convention Activities:
Neither the National Model Railroad Association (hereafter “NMRA”), its Pacific Northwest Region (hereafter “PNR”), nor its Fourth Division (hereafter “4D”), are responsible for the use of personal automobile transportation at the convention. Use of personal transportation for convention activities is at the user’s own risk. Convention attendees shall have no right of action against NMRA, PNR or 4D, their Officers, Trustees, Committee Members, and others working to provide this convention, under any contract, laws, the common law or in equity. Participants expressly release and covenant not to sue the NMRA, PNR or 4D, their Officers, Trustees, Committee Members, and others working to provide this convention, with respect to all matters or conditions, or any other matters regarding use of personal transportation at the convention. Participants acknowledge and agree that neither NMRA, PNR or 4D, nor their Officers, Trustees, Committee Members, and others working to provide this convention, have made any representations, promises, agreements or guarantees of any kind or character whatsoever, whether express or implied, oral or written, past, present or future, concerning or with respect to the use of personal transportation for any convention event.
